How to start a TikTok LIVE agency
To start a TikTok LIVE agency, register a company, apply to become a Creator Network in TikTok LIVE Backstage with your company registration papers and proof of who owns the company, and wait for review. Once approved, invite eligible creators through Backstage, set monthly targets, follow TikTok's agency policy closely, and pay any bonuses from the agency's monthly TikTok bonus.
Never asks for your Backstage login
The steps
- 1Register and apply in BackstageRegister on TikTok LIVE Backstage, pick a region, and send your company registration papers, a list of who owns the company, the owner's ID and a short questionnaire. Each region is set up separately.
- 2Learn who you can signYou cannot sign creators already in another network, below TikTok's diamond or follower minimums, or outside your region. Backstage shows who is ineligible.
- 3Recruit without breaking the rulesInvite creators through Backstage. Do not spam live rooms, speak badly about other agencies or ask creators to break their contract.
- 4Set targets for your hostsAgree monthly targets for valid days, live hours and diamonds with each host, and track them through the month.
- 5Protect your Health ScoreYour agency shares responsibility when your creators break TikTok's rules. Watch for problems in your hosts' lives and coach early.
- 6Keep Backstage to yourselfNever share your Backstage login with anyone, and never scrape or automate Backstage.
- 7Pay and keep your hostsPay any bonuses from your agency's TikTok bonus, never from the creator's gifts, and agree the rules in writing.
1. Register and apply in Backstage
Agencies apply through TikTok LIVE Backstage, TikTok's web console for approved Creator Networks. You pick a region, submit company documents and answer a questionnaire. One licence can cover several regions, and each region is set up separately.

2. Learn who you can sign
Most good creators are already signed, so eligibility is the first filter. Check it in Backstage before you reach out.
- Official
A creator cannot be signed if they are already in another network or already working with TikTok, below TikTok's diamond-level or follower minimums, or in a different region from the one in the agency's contract.

3. Recruit without breaking the rules
Invitations go through Backstage and the creator accepts in their TikTok app. TikTok's policy names the recruiting methods that are not allowed.
- Official
Taking creators from other agencies in unfair ways is not allowed: speaking badly about other agencies, pushing creators to open a second account, asking creators to break their contract, posting too many comments in live rooms, or bothering creators again and again during their lives to recruit them.

4. Set targets for your hosts
Targets usually cover valid days, live hours and diamonds per month. Agree them with each host and track them through the month, not only at the end.
- Official
TikTok's own rewards count a day after 25 minutes LIVE.

Agencies commonly ask for 7–8 valid days of 60+ minutes and 15–20 hours a month.

5. Protect your Health Score
Your agency answers for what your creators do on LIVE. Each violation costs Health Score points, and low scores cost invites and money.
- Official
Agencies share full responsibility for their creators' rule breaks.

Health Score starts at 100 each year: −5 for the first and second violation, −10 after. At 80 or below, a 7-day invite ban; 70 or below, a 30-day ban; 60 or below, 50% of the month's payout deducted; 50 or below, 100% deducted and termination.

New agencies at 90 or below in their first 7 months can be terminated, lose that month's bonus and be barred for a year.

6. Keep Backstage to yourself
Any tool that asks for your Backstage login, or offers to sync or scrape Backstage, puts your agency at risk under TikTok's policy. Tools that work from public lives, like TikMonitor, never need it.
- Official
Agencies must not share their Backstage account or access, and must not pull out or copy Backstage information with software or bots.

7. Pay and keep your hosts
TikTok pays creators directly. Any extra pay from the agency comes out of the agency's own TikTok bonus. Write your pay rules down and show hosts how their numbers were reached.
- Reported
Legitimate agencies take nothing from creators' gifts and charge no upfront fees.

Run the roster from one screen
Once you have hosts, TikMonitor shows what needs you today, who is live now and how the month is going against your targets. It works from public lives, never from your Backstage login.
